MY supposed original ibm carbine has a flat bolt and serial number 3949745. is this possible?

Doubtful, as the serial number dates to well after I.B.M. switched to round bolts.

Anything's possible but I would expect later carbines to originally have a round bolt.

i read on hear that ibm was using flat bolts along with round ones for a time?

I.B.M. used a mix of flat and round bolts for a very short time, late Nov 1944 - mid Jan 1944. Your receiver was made in March 1944.

Yes it should. The time frame for the flat bolt was well past when your serial number was made.
